It is to kill dust mites and mould . Those of us who NEED anti allergy pillows due to allergies, need to ensure they cannot live in the pillows or bedding. Anti-allergy means biocide treated eg treated to kill the things that could kill us.
If you do not actually have allergies you only need hypoallergenic pillows eg low risk of allergen rather than definitely no allergens - those are not treated with biocide.

We can confirm that It is banned only on cosmetic products like anti dandruff shampoo as is restricted as a cosmetic raw material. The chemical is Sanitised, and the active ingredient is Zinc Pyrithione which is to give the anti-bacterial performance.
