"The distance between the fixing screws is 13mm."

The towel ring can go either way round but the securing ring will then be underneath on one and on top on the other

I would advise that this Argos Home Rectangular Towel Ring includes the fixings required to attach this to your wall.

You can certainly fix this to a wooden cupboard door.

The Argos Home Rectangular Towel Ring includes the fixings required to attach this to your wall. In order to attach it to a tiled surface it will still require drilling.
