Has deer ever lit up? When you unboxed it, plugged it in, 1st turned it on? When you 1st set the timer?
If yes, you may need to RESET timer. Unplug it, then at dusk turn it on and press til button turns green. Deer will light up and stay on 8hrs, then it will come on again automatically the same time each day, if you leave it plugged in.
If no, check cable from plug all the way to deer for any damage. Is it properly connected to deer and plug?
Turn on and off to check it lights up. Set timer.

This has a TRANSFORMER-PLUG and NEEDS to be plugged in INDOORS, to be protected from the elements.
Do you mean you have an IP66 rated, weatherproof, outdoor plug socket, with a protective, hinged, sealed, grey plastic casing, that allows safe connection of appliances in gardens and outside areas?
You are UNLIKELY to be able to close the protective, hinged cover when plugged in, because transformer-plugs are too bulky, making it UNSAFE to plug in outside! So this is something to check.
